An Warning to Keir Starmer drawn from His Personal History: Without Boldness regarding Britain's EU Exit & the EU, His Party Challengers Might Be.

Seven years ago, it took just eight words to energize a Labour conference demonstrating Labour was falling out of love with Jeremy Corbyn. Although not precisely soaring oratory, the words met with wild cheering as most of the hall stood for spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He was unaccustomed to his speeches having such an effect. His statement was simply: "We are not excluding remain as an option". But context is everything.

During that darkly divisive time of 2018, straying from the prepared script like this was inevitably viewed as issuing a challenge to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the Europhile sentiments within Labour. With that single address, this seemingly cautious opposition Brexit spokesman was transformed – if only for a while – into a political gambler who would stand up for most Labour MPs, members and voters against the leadership he later succeeded.

The Evolution in Position & Closed Debates

Since then, much has happened, especially for Starmer himself. One of his first acts upon assuming leadership in 2020 was declaring the EU question had been settled by the 2019 general election. And, at the last one, he repeatedly emphasised unbreakable pledge commitments that forbade re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in target constituencies, despite polling evidence suggests many of them have passed away or shifted opinion.

A Lid That Rattles on the EU

However, it’s now the prime minister’s turn to face the pressures of being a party leader. And, if EU relations may not be the boiling pot in UK politics, the cap which was firmly shut for five years is beginning to rattle once more.

Both Starmer and Rachel Reeves have ramped up their language about the devastation caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and is still his sole political accomplishment.

And yet, the extent of the economic harm, reportedly has resulted in a national economy that is between 6% and 8% smaller than if it were still in the EU, towers over the micro-mitigation thus far implemented by the government. The PM's much-touted relationship reset agreed with Brussels in 2024 offers economic benefits measured in low decimal points.

Cabinet Divergence & Bolder Ideas

Rachel Reeves is one of those attempting to bypass entrenched Home Office resistance to an expansive version designed to boost growth youth mobility scheme allowing youths can travel between Britain and Europe for work or study.

David Lammy has pondered publicly about the clear advantages of being in a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, last week supported an opposition proposal on joining one.

While the Europe minister, who oversees UK-EU relations, now present at every cabinet meeting, insists the firm boundaries are still in place, there are ways these could be bypassed. A proposal would be to declaring the commencement of talks immediately on a much bolder deal, to be featured in the following election platform, to be enacted only after securing a fresh mandate.

Starmer's Deep-Seated Doubts

Yet, Starmer has lately been damping it all down on the idea by warning rejoining a European customs area would “unravel” the trade pacts with America, which he views as signature achievements of his premiership.

It is understood that Starmer's doubts go still deeper, and is rooted in three further factors.

  1. Firstly, he thinks a customs pact has been made much harder because his ministers busily de-aligning from EU regulations in numerous policy areas, including the environment.
  2. Secondly, the prohibitive cost demanded from Britain for entry into a European defense initiative and the subsequent collapse in talks has convinced UK negotiators that former EU partners are less interested in offering favorable terms to the UK and are more focused on proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by Moscow, is viewed by some influential figures in Number 10 as a reason for the UK to maintain distance from Europe.

A Bizarre Strategy and Geopolitical Calculations

This bizarre and terrifying document asserts Europe faces cultural extinction due to Muslim migration. It includes only one reference to Britain, placed beside a suggestion that the US government will intervene in British politics to encourage the growth of nationalist movements.

However, instead of concluding that this renders America an undependable ally, the government is worried that deeper EU integration could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Echo of 2018

All of which returns us to the conference of 2018. The PM has consistently stated his speech was not an attempt to become leader but simply an attempt to preserve the possibility of staying in the EU being on the ballot paper. Indeed, in those days, he still supported a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on Downing Street have noticed that the Health Secretary, widely considered would be a candidate for the leadership, is among a clutch of senior ministers signaling they want to go further regarding the EU.

Aides to Angela Rayner, another likely contender in a contest for the top job, insist she refuses to comment on her position on a customs union because it would only “fuel unnecessary gossip”.

The Clear Danger & A Wise Memory

The danger is obvious. If Starmer rules out significant moves towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of Labour MPs, members and voters reside.

It would be prudent of him to recall the effect just a few words had for him in 2018. There are options for a major proposal on Europe which the PM should not “rule out”; he should explore them personally, rather than letting rivals adopt them as their own.
